Something strange I think in Deutschland

I don't understand about Deutsch ways,
for example, their dorm network takes money each month, even though morden takes money each month.
Is that a dorm for students?
Their network restricts the use of P2P, including msn and skype.
Is that a SCHOOL-DORM for FOREIGN stuednts?
How do these students get in touch with people in motherland?
TOO STRANGE!
Okay, that's German's way, not Taiwanese's.
